(11) Having carefully considered the parties' respective positions, we find it manifest that the judgment of the Superior Court should be affirmed on the basis of the Superior Court's well-reasoned decision dated August 15, 2003. There is substantial evidence in the record to support the Board's factual findings, and we find no error of law.
NOW, THEREFORE, IT IS ORDERED that the judgment of the Superior Court is AFFIRMED.
